Advocating for Liver Health Literacy, Inclusion, Equity, and Support
Background
Liver disease represents a growing global health challenge, impacting millions of individuals across all regions and communities. From viral hepatitis to autoimmune conditions like primary biliary cholangitis (PBC), the burden of liver conditions continues to rise, often exacerbated by delayed diagnosis, limited access to care, and stigma.
Patient advocacy groups (PAGs) play a vital role in transforming the landscape of liver health by amplifying patient voices, advancing education, and influencing public health priorities. Recognizing the unique insight and leadership these groups provide, CDA Foundation is seeking proposals from PAGs to drive initiatives that enhance patient-centric disease awareness, improve quality of life, and address stigma associated with HBV, HCV, HDV, and PBC.

Objective
The objective of the ALLIES program is to provide grants to support initiatives that empower patients, foster education, and drive meaningful change through advocacy-led programs.
Eligibility Criteria
Eligible organizations must have the following characteristics:
- Registered not-for-profit status: The organization must be a legally registered not-for-profit or charitable entity in its country of operation.
- Mission alignment: The organization’s mission and activities must align with patient advocacy, support, education, or empowerment.
- Operational capacity: The organization must have demonstrable capacity to manage and execute projects of similar scope, including appropriate staffing and financial oversight.
- Compliance with local laws: The organization must be eligible to receive funding and implement projects under the laws and regulations of their respective countries.
- Transparency and accountability: The organization must be willing to provide financial documentation, progress reports, and participate in monitoring and evaluation activities.
- Non-affiliation with commercial interests: The organization must operate independently of commercial healthcare entities (e.g., pharmaceutical companies), or disclose any relevant partnerships.
- Experience with target communities: Preference may be given to organizations with a proven track record of working with the patient populations or communities relevant to the proposed project.
Funding Restrictions
Grants may only be used for implementation purposes including creation of brochures, toolkits, videos, digital content, and community outreach materials. Grants may not be used for:
- Medications, or purchasing of medications.
- Direct medical expenses, including labs.
- Projects that include the purchase, utilization, prescribing, formulary position, pricing, reimbursement, referral, recommendation, or payment for pharmaceutical products.
- Events or programs that have already occurred.
- Existing deficits.
- Basic biomedical research, clinical research, or clinical trials.
- Individuals with prescribing authority or physician group practices.
- Government lobbying activities.
- Organizations that discriminate based on race, color, gender, religion, disability, sexual orientation, or gender identity or expression may not be considered for funding.

Award Details
- LOIs will be blinded and reviewed every two weeks. Only organizations with top scoring LOIs will be invited to submit a full proposal.
- Awards will be made continuously as qualified proposals are received and evaluated. This will continue until all available funds have been allocated.
- Grants will be awarded to 10 programs from across all world regions. We encourage organizations working in coalitions to apply.
- LOI and proposals must be submitted to ALLIES@cdafound.org.
Budget & Timeline Considerations
- CDA Foundation plans to award up to $300,000 in funds for these proposals, dependent upon availability of funds and receipt of meritorious applications.
- All submitted proposals must include a budget not to exceed $30,000 (or equivalent in local currency). Proposals requesting funding above this amount will not be considered.
- Projects should be designed for completion within a 12- to 18-month timeframe.
